ATI Mobility modder Crashes

When I try to run the tool I get the fatal error:

CLR error:80004005

MobilityDotNET.exe will now Terminate...

What do I do?

Running: Windows Vista 64 bit
ATI Radeon HD 2600 with the 9.8 Catalyst Installer. HELP !
