One could always do a repair installation through booting up on the Windows disc.

In case you have another system to connect the drive there might be a solution in adding whatever file(s) that may be missing. Starting up in safe mode might indicate a missing file. But the repair installation is likely to be the quickest, simplest solution.

I am not sure what driver you uninstalled, but if you uninstalled all the nvidia driver then the original nvidia uninstaller will also uninstall your chipset drivers if it is an nforce.
If you only selected nvidia as filter in driver cleaner then that could not have caused it, because that is only the display driver.

I think you uninstalled the chipset drivers by accident. If you uset he nvidia uninstaller in the control panel you must make sure you select the display drivers only.

The best you can do is uset he Vista install disk to do a repair installation and then after that reinstall the chipset drivers.
