First of all, which version of Windows are you using?
Secondly, have you tried downloading and using WinRAR on the file you downloaded? Not all Windows versions can UnZip files compressed with WinRAR....which is by far the most commonly used application for compressing files these days.

BTW, it IS free to use and you do NOT have to pay them any money to use WinRAR. BUT, if you don't, you'll have to deal with a short 'nag' screen after starting it up.
