If your video files are .avi, you can edit them with VirtualDub. But then you'll need TMPGEnc to convert them to MPEG2 for DVD burning. If they're .mpg, you can use Cuttermaran.
Not all versions of Nero will burn DVDs. If you bought the full retail package, you should be ok. But if you have a OEM version, DVD burning might be excluded. If you don't mind the DVDs being playable on computers only, you can always burn your .avi and/or .mpg files as an ordinary data disc.
