encoding

I've been using Flash 8 Video Encoder with great results. From 70MB it gives me an flv file around 3MB. Same quality. I use them as progressive download video files on my website.
The only problem I have is that unfortunatelly Flash does not support the double-click full screen action.
I'd switch to Windows Media files, but after encoding with Windows Media Encoder 9 I get a 25-30 MB file size even at reduced quality.
I'd be happy with a 4-5 MB file size, but at this rate it would eat up 10 times as much server hard drive space, which I'm not willing to accept.
Is there a better video encoder out there?
