System Specs

Good (possibly free) resampling program?

Need a program that resamples MP3's at 192 bitrate... and also to normalize them.

Not MP3 Workshop, I have a LOT of files I want to resample, so a program other than that would be great

Resampling? This would mean changing samplerate (ex. 44100->48000)? You can use foobar2000 with SSRC DSP plugin.

Changing bitrate has no point because it would only degrade quality.

System Specs

Well some of the songs vary in the bitrate, it keeps changing to 320, 192, 128, and whatever every second or something so I want to stabalize them all at 192, while normalizing them also.

acoustica mp3-wave converter will convert everything from the right-click menu (select all files and then convert) set the encode settings before you convert tho
