remove the driver again with driver cleaner in safe mode and reinstall . Your spec should support 1024 x 768 reso;ution with no problem just not all the settings crank up in game, more like mid to low in newest game like BF2 .

OK, can you try it on another monitor ? the refresh rate on your current could be bad . Just to make sure that it is not your current windows installation that slow down your computer you should reformat and do a fresh install of everything . Then if it is not the problem you should look at your power supply because 300watt is a bare minimum for a system like yours.

BTW, your monitor spec are 1024x768@68hz so if you try to run it higher than 68hz no wonder it is buggy ...since there is no setting for 68hz in game you should run it at 60hz ....

The problem is that a cheap 500watt brand could perform as bad as a 350watt good brand PSU ... because they are rate according to 20-25 degree celsius while a good brand is rated at 40-50 degree ... so, when it get hotter it tend to run at + - 60% of their rating ...
conclusion : go spend some cash on a good PSU, even if it is not the problem it could avoid you many others problem in the future and make your component last longer due to the fact they will be a lot less stressed . Many people disregard PSU quality trying to lower the bill when buying a computer while it is one of the most important part .
Antec, Enermax, OCZ, Thermaltake ae some good branded PSU and im sure you can find some good deal on newegg or others online reseller .
BTW, since your monitor is so old it could be time to look for another one while you are in a buying mood

if it does not resolve your problem then you should look at the monitor itself ...
