9600 xt problems

I just got a 9600xt 256 mb vid card, and when i install it, there is only a black screen when i start my comp up. What i do is i go into safe mode, go to add/remove programs, and uninstall my old drivers. I then run a driver cleaner, and turn off comp. I install the new card, and when i turn the power on, there is just black screen. I have a dell dimension 8200, P4 2.0 GHZ, 768 mb ram, 250 watt power supply, 80 gb hard drive, windows xp home ed. Any ideas?
