Have you used the 3.6's before? Exactly what model of card do you have?
If you've not used the 3.6's before, try patje's modder (the installer .inf files contain the info for your card) when installing the 3.6's according to his directions as your card might not have been supported in that particular version.
If you have used them before, the problem is likely remnants of a previous install in the registry - the cleaner should have taken care of that though...

you know you really didn't have to unistall the 4.2 you could have tried an older directx file or opengl file insted....
run driver cleaner, reboot then install your drivers....
if that doesn't work go into contol panel and set the grapics adpater driver to "standard"

swimtech thanks for the reply that sounds right as my card is a radeon 9800xt and 3.6 might have been released before xt was out on the market ? :] but then again when I first ran my computer on a clean format and tried to install the video card drivers on the cd supplied by ATI I got the same error.
I'll try the suggestions I recieved here. thanks guys !

My bad,
Patje's modder is for mobility Radeons.
Again, exactly what make and model of Radeon card do you have?

OK,
Back to basics
It won't even install from the CD that came with the card (note: not necessarily supplied by ATI, but the driver CD that came with the card - ATI or otherwise!)? That's a hardware conflict (not likely with XP, likely in 98) or an obscure registry problem. This may a job for panging - he knows his way around the registry very well...
I've never heard of a problem when the supplied driver CD would not install after a complete wipe and reinstall of Windows, unless the proper directory on the driver CD is not being accessed due to vague directions or a simple oversight (just thinking out loud here), or a bad CD?. Hmmm...
Try booting in safe mode and checking your hardware devices and software (ATI) to make sure everything is gone, run the Driver Cleaner from here, and try another install of the downloaded Omegadrive 3.6's - OK? Let's see what we get...
BTW, from what I've read, the best overall performance and stability for the 9800XT is from the 4.2's - but the 3.6's should go in if you've gotta have 'em...

OK.. I had this same problem trying to install the 3.7's over the 4.1 driver.
If you uninstall the 4.1 driver, the 3.7's would NOT install using the ATI installer. The way around it was fairly simple, go where the unpacked drivers are, and install it using the normal window's INF method. It gave me an error on the ATI installer, that I should install a VGA driver, which is impossible to do, since XP was running some fallback driver, and refused to list a generic VGA driver to install.
The delete hardware method from Device manager, then pointing the wizzard to the correct INF file location however installed it just fine. While the 3.7's were faster on my 9800SE, the IQ was bad, so I immediately dumped them.
Hope this helps.. BTW, the 3.8 driver that came on my driver CD, didn't exhibit this same problem, so I assume it's just an old driver thing.
