exclamation Residue on 8500LE

I just picked this "open Box" card up yesterday.... only to find out that...... it had some kind of weird residue... not quite like water......but like maybe it had some heatsinks on parts of it.... but even that... i couldn't explain it as it was in places that it wouldn't have them.... i'm lost as to what it might be..... water wouldn't get it off... alchol was needed...and worked....sorta.... as i used a dozen q-tips... majority is off.... card seems to work fine so far.. (2D wise... haven't got windows installed yet)

But i'm just wonder what could it be.... popped caps from being in another machine.... as it's not the bottom of the card (the side were the chip is).... its ontop.....

Just a thought, but could it be that someone had it in a water cooled system and they had a leak. Could be what ever water conditioner they were using left this residue. Again, just a wild guess!
