I am using a 9500 Pro with 2x monitors.
The VGA out is ALWAYS the primary monitor output, and the secondary is out of the DVI.
When you swapped the connections to the monitors, your 21" became the secondary, and that is why the applications opened on your 'secondary' (which by that time was now the primary).
While ATI's HYDROVISION is ok for managing 2x monitors, I like ULTRAMON a whole lot better.
Since I'm still using Win98SE, I have that 'known issue' of 'Desktop Icons May Not Appear on a Secondary Monitor' Previous to using Ultramon, the only way to fix it was to edit a registry entry, and then move all the icons back to their proper places. With Ultramon, I get a 'save positions' option for the desktop icons, and if my registry setting gets 'scrambled', Ultramon automatically puts the icons where they belong.
