X800GTO FPS Problem

I just bought a Powercooler X800GTO and installed it into my computer for the sole purpose of getting good fps on Day of Defeat: Source.

Previous to this graphics card i had a Nvidia PCX5900 and got roughly 20-40fps. I heard from a friend and multiple reviews that the X800GTO could handle source games on medium settings and easily pull off 60-100fps. I installed the new card and I only gety 20fps.

I have a Intel Pentium 4 with Hyperthreading.
1 Gig of Ram
200 gig harddrive
Asus Motherboard
550 PSU

I've uninstalled all the drivers on my computers and reinstalled them and I'm still getting the same problem. I also cleaned all the dust out of my computer and put new thermal paste between the heat sink and processor.

I'd like to be able to play the game at least with a stable 65 FPS. Any suggestions?
