ATI X1900XTX Bios Moding Program! do any actually work ?

I have a ATI X1900XTX HiS 512DDR card

it does over 800 core and 800 memory higher than the ati overdrive.
i want a program that can rip out the bios of my card

so i can change the 3d clocks to what i want them import the bios back into the card so i wont need to use any overclocking programs on the card.

usaly useing overclocking programs can slow your card down as in make games stuttery
i need a program that can mod the bios to what clocks i want.

is there anything out there that would make this feat possible.

(Bonus feature but i very much doult this would happen)
added in with the bios moding program, a settings where i can set the cards fan speed aswell for diffrent temps ect.

I once tryed to use that program and it didnt change anything.
