exclamation AIW X800xt Issues

Alright, its late and im pretty desperate for some help. Before I tell you all my little story Im going to give you my specs.

Intel Pentium 4 2.6ghz
1GB of DDR ram
Direct X 9.0c
Maxtor 300GB HD
Motherboard is a Dell one, really not sure
AIW X800XT AGP
500Watt PSU

Anyway I was installing the new 300GB HD when I "accidentally" snapped a little part off my previous ATI Radeon 9800 pro. Went to the store grabbed the ATI AIW X800XT in a hurry, shouldve thought about it, wouldve gotten a better card for the price I paid ($320). Anyway I popped it in and connected it to power supply. Started it up and bam. Vertical Lines and distortion on boot. Doesnt even reach the desktop most of the time. Takes 3 tries to get it in the desktop.
Once in the Desktop I get minor distortion which is easily taken care of by lowering the Hardware Acceleration. Cant even think about going into games, and the frame rate is terrible. I figured it was a driver problem, so for a nice week now Ive been trying out different drivers, different options and no deal. Now im thinking it has to be a hardware problem. I upgraded my PSU to 500Watts (Had 300W) since the card mightve been in the state it was because of the lack of power. Didnt work
Ive done a ton of searches and I cant find a good thread to help. Although I do read about editing the BIOS and such. Sadly I dont know how to since Ive never done it before. Asking ATI for support is useless, they just give me a line from their troubleshooting section. Returning it is my last option, seeing as Id have to pay a $50 fee for being an ass and breaking the box it came in. Itd be such a waste of a good card though. Im tired of throwing money at the problem. Which is why Im here, asking for assistance (help sounds too needy). Ill be back tonight Ive got work and school, so I cant really respond till then. Thank you in advance for your time and for any suggestions you can give me.

Greetings! And welcome to Driverheaven!

Since you're installing a new video card and having some trouble, I'd suggest doing a Windows Repair installation. It's possible that there are Registry conflicts.

At any rate, a repair installation will clean things up and make sure you have the correct native drivers.

Not to discredit your advice but the Windows Repair is a half assed reformat in my experience.

The easiest way to rule out software is to back everything important up and do a total reformat/reinstall of Windows.

If that fails, return the card: Its borked

Well, I've done it at least a dozen times rather than a full reformat and I've cleared up several issues as a result. A full reformat is a last ditch method for me.

i would say the card is faulty. Even if it isn't i would go change it back. $320 for a x800xt isn't bad but with $320 i would have got a different card.
Mind saying what dell that is? so i'd know what motherboard it is also.

Yeah, it left a bad taste in my mouth once or twice so I discontinued use.

But upon further reflection the card does sound frizzled
