GeForce 4 mx440 > radeon 9600xt wtf?

First I'll post me system specs:

Windows xp with sp2
msi K7N2 Delta2
Kingston 512ddr 400 x 2 (dual channel)
2200xp+ amd athlon

So when I'm using Gainward GF 4 mx440 I'm getting constant 100 fps in cs 1.6, it only drops in 2 smoke granades, in DoD 1.3 I'm getting constant 80 no drops at all. But when I play on the Radeon 9600xt I get major drops in fps in cs and dod, it drops to like 30-40 fps which is pretty weird and I tried all the drivers(cats, dna, ngo, omega) and nothing helped and I got a pretty decent power supply so thats not the issue. I know there is a search function but I didnt find any answers to my problem, some help would be appreciated.

could CS and DoD be automatically upping the graphics settings due to the new card and infact going too high? Are you playing at the same res aa/af?

under console, type "ati_npatch 0" and type "ati_subdiv 0"

you may also do this as it may help:
in the ati control panel, under 3d--->opengl-->compatibility
enable triple buffering,

Set monitor to highest frequency
Enable Vsync

And when all that fails try the 4.12s but make sure you run driver cleaner in safe mode to fully remove any ati drivers.

Try enabling "Geometry Instancing" somewhere in the CP/CCC settings. I've heard that that helps.
