ati all in wonder 2006 problem.

I am a new member with lots of questions and until now with no one to answer them.
I purchased a new ati all in wonder 2006 256mb bus agp 8x graphics card. I removed the
drivers for the old geforce2 4x card and installed the new card. Upon boot up I get no video. Nothing, no beeps no splash screen nothing. I made sure the vga cable was installed properly as well as the card. Card is seated properly and cable is secure.
I am running a P4VTB with a VIA PT800 chipset PC3200 DDR400 512mb. 5 pci slots and 1 8x agp slot. I noticed in the bios that the 8x selection is non existent and the agp 3.0 selection is greyed out with a default of enabled. Judging by the specs I would beleive the card is compatible with my mobo. I have tried the new drivers from the via arena as well as the latest drivers from biostar to no avail. I try to install the drivers for the ati but get a message saying that the hardware is not found and incompatible with my present graphics adapter. obviously since I am running the geforce but decided to give it a shot. ATI has been no help and neither has Biostar. I also updated the Bios and still no video. Purchased the card from dell on 3/7/06. Please somone end this nightmare.

If its a no name PSU I'd upgrade, even if it isn't I'd strongly consider an upgrade
