that tweak for IE that speeds up the address drop down box

Every other time I've reinstalled my system I've remembered how to do this but now I've forgotten. The address drop down box in Internet Explorer takes a very long time to open when you first start the program. It's something about it looking in the scheduled tasks folder for some reason and there's a way to disable this but I don't remember.
Anyone?

not sure specifically what to do, but ever since i installed Xteq X-Setup and followed Omegadriver's suggestions ( http://www.omegacorner.com/old/page2.htm ) every drop-down dialogue box in windows opens as fast as i click on it.
