So after speaking with ATI.
They told me to do this
To use the MULTIMEDIA CENTER in Windows XP Media Center Edition, follow these steps:
  1. Right-click on the Windows Taskbar and select Task Manager from the pop-up menu
  2. Select Processes tab from Windows Task Manager
  3. Find and select ehRecvr process
  4. Click "End Process" button to terminate the process
  5. Launch the ATI TV Player
they said they are very aware of the issue and engineers are working to resolve the issue.
<li>You can also so a
start
run
mmc
and click the services tab and disable it all together.
