OK, first: have you installed the WDM/Capture drivers?
To check, open Device Manager, and look in "Sound, video, and game controllers" . . .
If the drivers are installed correctly, there should be six ATI items listed there

Ah, OK
Start up the TV, now hit the Setup button (or Ctrl + S).
On the TV Tuner tab, on the lower right, choose your Cable Standard, and below that, Cable or Antenna, and finally click the Autoscan button.
That will detect what channels you receive, and you should be ready to go!

You have S Video selected - not the tuner.

That is very weird, it's like you don't have a TV tuner on the card
Can you click on the Input-connector button? (the one next to the Mute, 2nd from right) Does it ever change to TV tuner?
In the Device Manager, where you looked before, is there an item called ATI WDM TV Tuner?
Hmmm, I'm guessing you just got this card lately.
What was your previous card?
Did you uninstall and clean out the previous driver before? Did you use Driver Cleaner for that?
Have you tried doing a clean uninstall and re-install of all your ATI drivers and MMC, everything?
When you upgraded to this card, did you reformat your harddrive and do a clean install of Windows?
Sometimes, when upgrading a video card, things simply don't work right unless you do so.
If nothing else works, and you didn't do it before, I'd suggest a fresh format and re-install of Windows.
And if all that doesn't work, and the TV tuner still isn't working, I'd suggest getting a replacement for the card.
