can't install downloaded driver

All in Wonder VE Radeon 7500
I downloaded newest graphics display driver at ATI website (all three files).
When I tried to doubleclick the wdm driver to install first, nothing happens. It will not extract, open or install. Tried the other files and none will open or install. I downloaded the ATI Uninstall Utility and that won't open either. I can open/install all other exe files. Only ATI files won't open.
Does anyone know what the problem is??
There are no error messages. The files just don't open/install.
Do I have to remove all traces of ATI first including registry files?? and how, since I can't open the Uninstall utility.

I have windows 98se
celeron 566 cpu
256mb ram
60 gb hard drive
jaton sound card
all in wonder ve pci card

Any help is appreciated! ATI support does not reply to my emails.

This is kind of strange. However, you might need to update your Windows Installer. Many newer files need the new one.

I downloaded the Windows Installer as you suggested. It Worked!! and I'm eternally greatful!! and thanks for the link to the download. I've worked on this for two months and couldn't find help anywhere. THANKS AGAIN FOR YOUR HELP! JOHN
