AIW 9700 pro Tv panel wont open?

Here is my setup:
Athlon 1900+
MSI-K7T266
1024 Mb spectec pc2100
AIW 9700 pro
Win XP SP1

I uninstalled the old video drivers before i swapped out cards, did the install, and the tv panel wont open. I get the initial splash screen, but nothing else happenns. The splash stays there and the CPU useage goes up to 97% for the ATIMMC.exe
If I open up the tv listing, it says "no tv tuner" in the window on the upper left. I am pulling my hair out here. I tried putting the latest Cat drivers on there with DX9, but that caused even more problems. So I scrubbed the drivers and re-installed the cat drivers that came with it. Should have I done a fresh install of Win XP? I dont really have the patience to do backups and re install everything with a format of the drive, unless it is absolutely nescessary. Any ideas?
Sorry for the long post, I am a n00b at video cards!

I finaly got it fixed the other day but forgot to post. I ended up having to re-install windows and start from scratch. The good news: It is working with the newest cat 3.9 drivers. yay!
I also upgraded my setup-
Asus A7N8X
Athlon 2500+ o/c'd to 3200+
1 GB pc3200 ram
another 120gb od HDD space
