well this seems to be a basic question that can be answered...
Windows Update is exactly what its name implies, just Windows Update.
Microsoft Update is newer service, it gets you all updates offered at both Windows Update and Office Update and may include other Microsoft software you have installed.
btw, note that by communicating here, you are not talking with Microsoft but others in the world.
so if you want to know for sure why Microsoft wants to do that, call them and ask them.
