help....driver issues? or defective video card

hi all....i need some help bad..
i just purchased a new ati x850 xt pe card from new egg to replace a working, older 9550.
the new card does not seem to work after a week of trying. I tried all the basic and unusall
methods..updated my agp drivers, bios..shut down all running programs prior to install, like virus scan and such. I also did the driver cleaner and cab cleaner.
after about fifteen different atempts to get a driver to work, including omega and dna,
i have to assume its a defective card.
my pc is an hp, 64 atlon , 3300. 2.4 ghz, K8S-LA
main board, sis chip sets, 400 watt psu.

the problum i have is a black screen at boot-up is a black screen, vpu error, or a freeze of mouse and key board. if i boot into safe mode and unstall drivers, then i can run windows normally, but i have to update drivers when i am in windows, graphics are bad, and pc basic
operations run real slow. i finally removed it, did all the same procedure, and installed my old, 9550 ati card, it works great again..

my question is, do you think i have a defective card, or is my pc just not capable of runnig that 850 card. i am running xp , update 2

System Specs

Do you have another computer you can try the card in? It could be that your PSU isn't powerful enough for the card.

its a 400 watt, not a great brand coolmax, but ati suggest a 300 to 350

Yeah but that 400 watter could only be outputting 150 - 200, so that's a consideration

thats true, but i read that most power consumed from the psu ('' the card current draw'') is when it starts ''boots-up'' and during
game play.
the fan on the card does have a high spin rate, but only for a few seconds...so, i am assuming that
its being satified when the spin rate drops .
could be the psu, or a defective card, or my system not good enough for that high perfomance card.
dont laugh,ok...its a best buy pc..but its still new, i would find it hard to belive that a card maker would design a card that is inoperative in most pc's..not everyone builds there own

True but they don't expect people to be upgrading so the PSU is "just good enough", and adding anything else, well lets just say they didn't think of that with that PSU

i did upgrade the psu from a 250 watt supply.
i am really just wondering if other people buy best buy pc's and then up grade with such a good, demanding card, and if it should be able to handle it..i think i may have a card defect, but i am not sure,,should my pc run it?
i would like new egg to send me a replacement, however, only if my pc can run it..i then would like my monies back if it cant.

Prob the card. A 400w even if its a crap brand will still run that, my friends using a 300w antec with his X800XTPE/AMD 64 3000+ fine.

Yes, their shouldnt be a problem with poping in a X850 into a HP. The card might just be defective. Get another and if it still happens, might just be the psu, but i dought it.

Acually, reformat first, and then if it still happens, its the card.

Yeah you should format and back everything up, its always good to do so every year or 2. I have a C:/D:/E: (120gb split into 3 40s). I just back everything up on my D: and whenever i reformat i just reinstall everything, and my music is safe on the D:.

hey, just talked on phone with a ati rep,, he said card should run no problem in my pc,, he said the x850 xt pe cards are already over clocked and mine may be over sensitive or boarding lining
the core speed.i hope hes right, i rma'd it to new egg, its on its way out the door,

Yup, tho in your situation i wouldnt bother. Its defently a defective card, your PSU should NOT be a problem.

Just looked it up, you have a 12v @ 18A , thats more then enough for that card.
