Inspiron 9300 flicker

I have an inspiron 9300 with ATI x300 mobility. When I plug in or remove the AC adapter, the monitor will flicker for a sec (by flicker I mean like a quick turn off/turn on... black and then screen). This also happens randomly when I use the laptop for a while without AC power. I've isolated the problem to powerplay. When powerplay is off this does not happen. It makes sense, because it seems powerplay is adjusting power for monitor when AC is plugged in and out, and it adjusts power as battery is being depleted. Why it flickers I don't understand though. I've tried installing catalyst 5.7 using patje, to no avail. Does anyone else have this problem? Is powerplay that important anyhow? Any suggestions? Thank you.

Oh yeah, I've also tried calling dell, and they sent me a new lcd. I installed, to no avail. ATI says it's dell's problem, they just give the ref drivers. I ask any of you for help.

Crash Override is an unknown quantity at this point

It's changing the levels of the screens brightness depending on battery level which is why it at times "appears" to be random

In Dells BIOS you can turn off the screen adjustment

I guess so. But isn't this adjustment a good thing? It saves battery. Why can't the freakin computer work with it? Removing powerplay does the same thing BTW.
