250 is kinda light these days. Your needs will depend on how may drives your connecting amount of ram lights ect. I have an Aspire 520w powering my current rig and if your on a budget it only cost me 50$ and has been very dependable so far.
Having said that your problem sounds more like the cpu overheat protections kicking in.
I had a similar problem when I first got my Abit NF7-s. I used an aftermarket cooler a slk 900u with a Thermaltake fan.
First thing I'd check is to make sure that you've got the yellow sensor wire attached to the proper pin on the motherboards cpu fan header. I believe it was the 3rd pin(far right) of the 3 pin connector, check the manual to be sure. If it's correct then I'd take off the heatsink and clean and re-apply thermal paste and reseat the heatsink.
I mention checking the wire first since I had redone the heatsink 3 times before I figured out it was the sensor the whole time might save you some time.
Also does your current psu have the 4 pin 12v connector for the motherboard and is it connected?
