Noise laws in my town

Putting aside complaints from motorcyclists throughout the region, the Colorado Springs City Council told police Monday to keep enforcing a controversial noise ordinance. Bikers have been unhappy because officers have been ticketing them for having modified exhaust systems. The altered mufflers and pipes cause motorcycles to be louder, police say, resulting in $50 fines. Riders have complained to city officials that enforcement is arbitrary because noise violations are issued without the aid of a decibel meter. Several activists have suggested a biker boycott of the city, and that message has gone out in national publications. Council members, getting their first presentation on the months-old controversy Monday, said the officers’ actions are in response to complaints about noise. They directed Police Chief Luis Velez to work with motorcycle dealers to educate them on the laws but didn’t ask for any change in the policy. “It appears here that we’re doing the right things,” Councilman Larry Small said. “If there’s areas for improvement, I think that can be done through working with the dealers and riders.”

Several motorcycle enthusiasts at the informal council meeting vowed to continue fighting for change. They plan to show up en masse at today’s formal meeting to tell council members they feel they are being picked on to generate revenue. “It’s a quality of life issue for us,” said Steve Turner, the local representative for the motorcycle advocacy group ABATE. “The ability to build, operate and customize motorcycles is an expression of freedom.” The controversy revolves around what bikers consider a form of profiling. Several say police have pulled them over at stoplights and given them noise citations without measuring the noise levels of their vehicles. City law does not require a decibel meter to enforce the law, Velez told the council Monday. Officers are put through 10-hour training sessions and told to watch for disturbing noisiness and to examine whether the exhaust pipes are stamped as being certified. Velez argued that tickets to motorcyclists are not as prevalent as protesters claim. Eighty-three were given to bikers for noise or exhaust violations in the first half of 2004, as compared with 526 issued to cars, typically modified in the Euro racing style. Vice Mayor Richard Skorman said this seemed an appropriate response after police received almost 5,000 noise complaints last year. Councilman Randy Purvis said officers listening for the violations are welltrained. Turner said there is not an organized protest, and he does not plan to lead one, which he thinks would be counterproductive.

After speaking out today, the group intends to continue writing letters and gathering signatures on petitions to change the law. It is considering taking a test case to court, challenging the issuance of noise violations without a decibel meter.
In my town, if the cop thinks your too loud, he can give ya a ticket for your exhaust noise. Now on the one hand I think it is great, just to get the Euro styled noise makers off the streets and keep them from racing up and down the surface streets at night, and killing people, the bikers will have to play along as well, and have a mature attitude about the impact they have on tax payers here in town..Laws already exist about noise polution from entertainment systems in cars, so that point is moot. In many ways I say "bravo" to the community for putting a stop to the disruptive self indulgence of bikers and snot nosed kids with too much money and time...but a part of me recalls how exciting it was to burn up tires on the street and crank Black Sabbath as loud as it would go...just for the sheer fun of it....

Where I live Cars with loud exaust get tickets fast... Harleys on the other hand usually get ignored by the police but that is problably becasue I live in Harley's home town. Oh well... I wish they would say something about some of the bikes here since most have NO muffler what so ever but I don't think it will ever happen here.

i have 2x250watts sony digital amps and 4x sony Xplod in my boot, I loooooveeee to set of car alarms when I drive trough the city center day or night Not to mention how chiks dig this, summer evening, honda s2000 and 400watts of bass coming out from the boot. Sorry, but I know no other way to f*** different babe every weekend

I blast mine, not cuz i want you to hear it more as you have to hear it in a point of ignorance and non caring. i like to watch people roll up windows while next to me its a bored sense of entertainment when it comes to an hour drive every day.

I hate it when people blast their stereos but I hate it the MOST when they have huge subwoofers...those are the worst because they physically hurt my body to feel that much tump(and I cant imagine its good for the nearby structures)

LOL I do, but then I get stuck with something called "girlfriend" that wants kids/home/devotion and I dont want that just yet It's a funny country I live in, girls tend to became wifes as soon as possible ANd also I said " different girl every time" and the fastest way to do that is like this, perhaps there are other ways, but I know this one, someone else has different tactic, and taht's ok.

@asmoday: whats wrong with this way ? Nice girl, nice music, nice time... layed is layed And it's cheaper this way, no dinners, no weeks invested, no obligations...just pure fun for bouth parties

@geminiwave: it definitly makes you feel the bass (I listen to dj missjah most of the time), it also sets car alarms on ! the ting I never do (and will not) is to park in front of citizen building and wake up people.

@Asmoday: I meant that only for DIFFERENT girls during weekends, not regular girlfriends, when I find The One (again) I will not "do" others

I've been ride'in an fixing Harleys for 20 years now and have always taken off the "stock" quite exhaust and put on a nice set of straight pipes,and yeah I love going to the mall and driving through the lot setting of alarms too.But it's funny state and local goverments get knee deep in debt and then come up with bullshit laws to make money,sounds like this is the case to me that your talking about. The sticker on my helmet says "Loud Pipes Save Lives" and it's true bikers get in a wreck the cage driver always says I didn't see him/her well they damn sure can hear me/us if we have loud exhaust. I can't remember ever being pulled over for loud exhaust,but you can bet it will happen sooner or later and if it does the officer better have a decible meter because there is a fedral law about noise,and the complaint has to be verfified 9 out of 10 times. It's like stupid helmet laws I've been pulled over for that many times and have always beat it in court.Stereos are a different story,I don't care how loud people play them as long as the music can be understood not so loud as to distort it.It used to crack me up going to a friend of mines hi-fi auto shop and watching him take/make tons of money from kids wanting the loudest bass possible,..lol,..they didn't care about what was being heard just as long as it was BOOM BOOM BOOM,yep and they would get a blast'in system that was loud but to every one around them it was just boom boom boom,the real music lover would get a system that was loud but had depth and could reproduce the full septrum of sound, damn what a consept actually hearing what was being sung not a bunch of jiberish and boom boom boom.Oh and about getting chummy with some honey,well the deep bass of a Harley crusing up main street will always turn the head's of the Ladys even if they are hanging on to some one else's arm.

frankly the law is rediculious..... your stereo would have to be so loud or your mufflers so extremely loud (saw down size the pipes to produce some serious noise in the process causing back presure and slowly killing your vehicle) that you would be taken in on disturbing the peace in some massive form.. (say getting phone calls from the entire 4 surrounding blocks)

Now i think any vehicle with straight pipes (other then bikes) should be banned... enless the pipes are coming outa the hood or nearly.... they shouldn't be on the thing.... if it's running the normal route... what's the point... you just making it damn loud... "blue bottles" are probably as far as i'd consider going..... as they produce a loud... but not terribly loud noise... they aren't percing the ear like straight pipes are... they won't make you go deaf...

as for stereos... any kid or even adult with a stereo in the car with more 2x more subwoofers then other speakers.... should be shot on sight.. enless of course it's for demoing OR REAL contests

in any car.... you should have no more then 2 relatively within reason sized subwoofers.... for example.... my 95 grand prix would probably need no more then 1... but 2 would work... a pickup truck only needs one.... you gotta match the sub to the volume of air.... or else you just get a mess

every car should have at least 2 tweaters and 2 mid range... and you don't even need a set of subs... 2 3inch tweaters and 2 6x9's will do wonderfully...

I used to have a 1978 Delta 88 Olds with a 455 Rocket.... a set of quad exhaust with blue bottles... perfect... beautiful sound... not damn loud... bringing it up to 40 mph and then slipping it into low would could possibly wake someone up... but it isn't CONSTANT... for a stereo... 300 bucks was spent (1999) a sony 40x4 cd player.. (10 watts per channel).... 2 3inch 30 watt tweaters in the front and 2 140/30 watt ( 6x9/3" combination ) in the back.... now get this.... i pulled up beside a late 1990's vehicle with a 5000 dollar stereo... .4 subs... all 12 inch.... 2 2400 watt stereo amps.... 2 6x9's and a 280 watt deck (2002ish).... using monster cables and the whole shabang... preffesional installation.... blah blah blah... the guy had straight pipes on and a modded 302 injected engine....

not only did this guy think that my stereo was better, but also thought the sound of the car was even sweeter.... then he got pissed off when i mentioned the money spent on the stereo... Although it helps to have a massive trunk as a "ported subwoofer" asking in conjunction with the 2 6x9's... Zero distortion.... excellent sound.. and it carried a not to bad distance from the car....

I have 4 tweeters (blaunpunkt, i cant spell it correctly sorry 8 watts effective each) 4 mid-range (also blaunpunkt) 18watts, 2 woofers (blaunpunkt) 25watts each in front, this in-car, in boot I have 4x sony xplods, they are not maxed out, no distorsions, nice sound. when the roof is up it is mostlly bass outside, but when it's down it's whole spectar, I don really give a sh*t what others think, and cops want to have a ride in the car soo....

In my late teens, early 20's I had a sound system in my car that hit 142db.... now I just have a sound system that sounds incredible at low volume.. if I need the volume and pounding bass I just go home and crank up my 900 Watt home theater system


Now as for Harley's... I don't mind the straight pipes during the day but when 6 bikes go by your house at 3am with straight pipes that is where I draw the line.... No I don't live on a major street. I live on some nice quiet side streets that some people feel they need to make tons of noise on at 3am. If you have straight pipes, don't full throttle it at 3am....

Alright Judas you can have 5 subs in a truck and still make it wonderful and not a mess. It is all about how you place them so the sounds do not cross as much causing distortions. My 90 plymouth laser hatchback was a pretty well tricked out ride 2 kicker comps w/ 2x600 watt kenwood amps. both for sale and my car hit 143 dB's at a comp taking first place. Everyone wanted a ride, but i got tired of the scene as then fast and the furious came out, all these ricers came out so i disapeered and got a 2000 civic. I busted the engine mounts and tore up the mounting areas racing 1 day, which gave me an even better reason to get rid of it

yeah actually harleys dont bother me at all. running them at 3am is a bit annoying but you know what? I'm a heavy sleeper. And at that point it isnt a motercycle law that comes into effect...its a noise law at night...something about keeping the peace or whatever. Anyway so its fair to ticket people then I'd say. And even the subs dont bother me THAAAAT much but I find them a waste. What really bugs me are the street racers at 4am. Why? well first the noise just sucks majorly...and then also they make all that noise and they dont let you watch them practice. They always tell me to go away and its annoying because if they're gunna use the road illegally and break the peace at night, they sure as hell better let me enjoy SOME of it. jeez.
