software network bandwidth limiter?
Does anyone know of any free software that you can set to limit the upload and/or download rate of your Internet connection?

For what reason exactly? You can set up WinXP's QOS packet scheduler. But if I knew the reason perhaps there's an app geared for it.

For example, improving ping times on a shared connection when the other computer is uploading on FTP
Or setting download caps on individual computers, so no one hogs all the bandwidth.

You can do that in Win XP hmmm, gonna have to get out my MCSA book and figure it out. Get back to you mid day on the first.

well you can use QOS but it as i under stand it only works on QOS aware programs...
let know what ya find i'd like 2 know

that tool Neon is really fantastic !! ive been playing with it today and you can limit any application on your PC to a certain download or upload, ive found quite a few uses for it already !
I think Vamp is looking more for a machine limiter to save time configuring but this is really worth a look. one particular use ive found for it is, for example I was uploading a massive file today via cuteftp and as alot of you know cable when uploading at your maximum speed kills your download, so with this app I was able to limit the upload to 8/10s of my max just for that specific application, therefore not affecting my download at all.
so many options, and very nice interface too.

Ok I haven't spent a LOT of time going through this, I gotta run to wokr but I'm pretty sure this will solve your problem for you. Based on QoS, very cool actually I'm gonna sit down with it and check it out in depth as soon as I can. Basically you can use QoS to tell the ICS how much bandwidth each subnet/group or user can use and in whiich direction. Very cool, I don't use ICS at home, only have one computer but on the fourth I'm gonna have my buddy over and I'm definitely gonna go through this.

Oh damn, says it applies to windows 2000, I'm sure there's a way to set it up for windows XP. Hmmmm.
EDIT: Yeah you can use this however your NIC needs to support 802.1p traffic prioritization, mine doesn't apparently, but I'm using an ages old Intel NIC.
