AIW 8500DV DX9.0 issue with Omega 3.9

Hello. Im new here on the forum, and I been going around the site for a while. Fisrt of all my computer specs are as follows:

Windows XP pro
Compaq presario 7110US
AMD Atholn 1300mhz
Ati AIW 8500dv 64 mb
Sound blaster live 5.1
512 ram PC2700
400hd space
Via chipset, with latest Hyperion drivers.

my issue:
After installing any drivers for my card, after catalys 3.5 my direct3d option gets completely disables, not even agp is on. I runned dxdiag to check the deal on the display drivers, and the DDI says it is disabled, and on the white box of comments i get "Direct3D functionality not available. You should verify that the driver is a final version from the hardware manufacturer." only direct draw is available, and I can't run any games and my whole desktop is Slooooooow. even for internet web browsing. If anyone has any ideas what the issue could be, I will keep posting with info people want to know about. I really don't want to go back on drivers, but actually use the new ones.

I recommend using the WHQL drivers from ATi but first I would use driverheaven driver cleaner (read the readme first though). If that won't work, Format drive c: and start over.
