There should be a message on the program which says "cleaning XXX" where XXX is the name of the driver in progress. What does it say there when it freezes?

Also, what drivers are you mainly trying to clean ?

I am trying to clean the nvidia display drivers, They keep crashing and then recovering.

DC just says Cleaning drivers please wait but windows says that it has frozen and there is minimal cpu usage with the occasional spike of 25% on one of the cores.

How long have you waited? i know that if the cleaning is busy and you would go to task manager then windows says the program is not responding. The cleaning could take 5 - 10 min sometimes depending on how much it finds and how much files it needs to search.

What you could try is run the program in normal windows. So instead of booting to safe mode in step 3, just boot to normal windows.

Please try and see if that help.
