DSP = digital signal processor and it's basically a chip in your sound card and all audio that is played goes through it. So in kX drivers there are some settings for DSP's effects that you can change there. If it is clear there is no effects in use but the sound still goes through the DSP.
In the newbie guide it says:
"..Everything goes through the DSP..."
With one exception... Wave HQ (audigy / 10K2 cards only) playback can bypass the DSP all together - the P16V *device* does this, but a P16V *plugin* can force Wave HQ playback into the DSP.
