Hi there!

Can you give us more info about this issue? What program(s) you are using to watch TV?? I think that in the preferences/options has the switch to enable or disable that recording feature.

Hello are you using any of the MMC drivers past 9.08? Like MMC 9.13, 9.14, 9.15, or the Current & Final one MMC 9.16?

If you are, then they (ATI programmers) have enabled TV on demand recording "as a feature."
ATI disbanded the AIW program some time ago so that leaves you with the following options that I am aware of. First if you are happy with 9.13 - 9.16 then you can do a registry hack to shut down the constant caching. It will still allow you to record tv but there is no pause feature in the newer versions if that matters to you.
This is the only one (registry hack) that works for me despite there being others posted elsewhere.

Warning, if you change input sources (like from TV Tuner/Coaxial/rabbit ears to your break out boxes & back etc.) or a few other settings ...it will turn itself back on (you simply need to go back into the registry and turn it off). If you aren't in your registry much it will bookmark & open to that same location.
Also when I view TV in Full Screen it lights up the TV on Demand Keys below the channel indicator, HOWEVER, IT IS NOT CACHING....

HERE IS THE HACK:
737-22252: TV On Demand cannot be disabled with ATI Multimedia Center 9.13 or higher The information in this article applies to the following configuration(s): ATI Multimedia Center™ 9.13 or higher; ATI TV tuner product
There is no option to disable TV On Demand with ATI Multimedia Center In ATI Multimedia Center , there is an option in the registry to disable TV On Demand. This is a design feature of the ATI Multimedia Center, not a problem in the installation.
ATI Customer Care has received requests for a method of disabling the TV On Demand feature. While this is a design feature of the software, the information below is provided to assist those customers who want to disable the TV On Demand.
NOTE: The steps provided below are provided AS IS and are NOT supported by ATI Customer Care. The use of the instructions below is at your discretion. We strongly advise that you backup your system and any important data.
For more information, please see Description of the Microsoft Windows Registry.(Windows registry information for advanced users)
To backup the Windows Registry:
Click START > RUN, type REGEDIT, and click OK.
Select File > Export. Ensure that the Export Range at the bottom of the Export Registry File window is set to All, and save the registry backup file to your desktop.
Double-clicking the saved file reverses any incorrect changes made to the registry.
To perform the changes:
Click on the (+) icon next to the word "HKEY_CURRENT_USER"
Click on the (+) icon next to the word "Software"
Click on the (+) icon next to the word "ATI Technologies"
Click on the (+) icon next to the word "Multimedia"
Click on the (+) icon next to the word "Features"
Click on the (+) icon next to the word "DTV"
Highlight the "Channel Manager" folder
In the right-hand Window, right-click on "LiveMode" and click modify
set the value data to "1"
Click Apply, click Ok Close down the Registry
To re-enable TV On Demand, browse to the registry location above and restore the "LiveMode" value to "0".

The other alternative is to NEVER EVER update Catalyst software again and find an older version of MMC & Catalyst that work well together. Look on your Driver CD or this was ATI REPs last suggestion for me:
My recommendation for your AIW card is to install the Catalyst 6.2 and the ATI Multimedia Center 9.06.1
Catalyst 6.2, Article 737-21599
AMD Customer Care
ATI Multimedia Center 9.06.1, Article 737-18934
AMD Customer Care

Good luck

EDIT: sorry the reason you can't ever update Catalyst is because they switched their drivers from good working analog drivers with fast response, to a digital unified driver called T200. If you use a newer Catalyst display drivers then you must use one of the new MMC/WDM unified drivers.

That is by no means the only solution. Some like Hexidecimal suggested Dual boots one version with the updated drivers and another copy of XP other that uses the older but stable drivers for using the TV tuner features etcetera.

Also there are lots of third market TV tuner software. A few that are free & others you pay for that people have had good success with in the forums. REad elsewhere.
