In the case of DVD authoring, probably
Ifoedit (works best with Win2K), or your best would be the free version of
Video DVD Maker. Both allow you to select all the movie files you want to add to a DVD, and then output the necessary files and file/folder structures to make that DVD playable in any player. 'Course, you will still need to convert all your media over to a compatible format (being MPG2) before you do the authoring, which is where Video DVD Maker comes in. That software allows you to capture, convert, and even burn the DVD. The only down side? It goes by whatever encoders are in the system, so if you don't have anything decent installed it might encode using something.. crappy.
