does this problem only occur with Winamp program?
i don't use the Winamp myself so i don't know whether or not it has a user setting to change the behavior via GUI and the setting is saved in a configuration setting file, or via a hidden registry setting.
however if this does only happen with the Winamp, you can try removing it via Add/Remove, then after that go to \Program Files and delete any left over Winamp's program files, and then go to the \Application Data which located in %SystemDrive%\Documents and Settings\%UserName% (or for Vista go to %SystemDrive%\Users\%UserName%\AppData) and delete any left over Winamp's user setting files.
also IF you know how to edit registry, then locate the left over Winamp registry entries,
on the first try, you may only want to delete any Winamp's entries under the ...\SOFTWARE registry subkey.
otherwise, on this first try, you can leave the registry alone.
then once you have done with the above, reinstall the Winamp program and see if this helps.
